This is a very common problem generally faced by almost every blogger who are using shared hosting plans. By default every shared hosting plan has their own limitation on upload file size. In that case if your WordPress theme file size is more than that, then it will not allow you to upload the theme via WordPress dashboard.

Steps to activate WordPress theme from Bluehost cpanel file manager
To start the process of manually change WordPress theme via cPanel, first of all you have to login to your Bluehost cPanel following the link here: https://my.bluehost.com/
Choose the hosting login and provide necessary userid and password. Then click on submit button. This will open up the cPanel in your desktop.
Now look for file manager option. Click on the same and it will open up a new screen where you will find out the details of every file of your hosting plan.
Now click on the left side PUBLIC_HTML, in the right side you will find all your websites or domain names hosted on Bluehost will be displayed. Now follow the navigation path mentioned below. I am referring path of my website only.

Finally you have reached to the final folder where you can actually upload the theme. Now click on the upload option and choose the WordPress theme in .zip format. As soon the upload is complete you just get back to your cPanel theme folder where you will find the file has been uploaded. The maximum size allowed is up to 150 MB, which is very huge when we talk about WordPress theme.
Now simply right click on the zipped file and extract the same. Now your theme will extracted in the theme folder and it will be available for change. You can visit your WordPress dashboard and then go to your Appearance >> Themes section and you can find that the uploaded theme is available now. Just click on the same and apply the theme.
